BREAKING NEWS | Cogta places Matlosana under Section 139(1)(b)

The Department of Cooperative Governance and Traditional Affairs (Cogta) has taken a decision to invoke Section 139(1)(b) of the South African Constitution to place the City of Matlosana Local Municipality under administration due to governance collapse, financial crises, and failure to deliver services.
The provincial Cogta department is expected to announce the decision this week following the investigations that they have completed.

The decision confirms that the ANC-led municipality has failed to fulfil their critical executive functions. The relevant provincial departments are expected to take over particular executive powers, including service delivery, financial management, or administration to ensure essential standards are met.
City Report can confirm that the Cogta Minister Velenkosini Hlabisa is expected to convene a meeting with the North West Gogta MEC Gaoage Oageng Molapisi on Sunday.

The meeting will focus on stabilising, improving service delivery and address governance challenges in Matlosana. An administrator will be appointed to take over executive functions, aiming to stabilize governance, fix financial systems, and restore services.

On Saturday, 07 February 2026, The African National Congress (ANC) Provincial Chairperson Nono Maloyi’s closing remarks were dominated by the North West municipal and departmental instabilities.
Maloyi argued that the failure of many municipalities in the province is not simply a result of a lack of resources, but rather a crisis of governance, engineered instability.

“Many of our municipalities are not failing because of a lack of resources, laws, or capable public servants, but because of instability deliberately manufactured from within. This instability is not accidental. It is as a result of sustained infighting amongst comrades, often sponsored and enabled by those entrusted with the highest levels of authority,” said Maloyi.

Meanwhile, the ANC provincial executive committee (PEC) held a meeting with the ANC Caucus of Matlosana on Sunday, 08 February 2026 at the JB Marks Municipal Chamber.
“As the governing movement based on the will of the people, the African National Congress remains unwavering in its commitment to ethical leadership, cooperative governance, and constitutional accountability across all spheres of government.

“The movement will continue to exercise political oversight and leadership to ensure that the objectives of this awaited intervention are people-centred, governance is restored, and the municipality is returned to a path of sustainable service delivery and developmental approach,” said the ANC in a statement.
